Agree to propose to the Prime Minister to continue implementing 'social distancing'

At the meeting on the morning of April 15, the National Steering Committee for Prevention and Control of Acute Respiratory Infections Caused by the New Coronavirus (COVID-19) discussed and agreed to recommend to the Prime Minister to continue implementing 'social distancing' to prevent and control the epidemic.

        Based on the analysis of the COVID-19 epidemic situation in the country and the world, the Steering Committee assessed that thanks to the implementation of social isolation measures according to Directive 16 of the Prime Minister, we are still controlling the epidemic situation.

However, opinions also said that the epidemic situation in the world will continue to last. In the country, the epidemic situation and conditions between localities are also different. Therefore, in the coming time, we must continue to prevent and control the epidemic while ensuring people's lives and production and business activities in the context of the epidemic. 

At the meeting, the Steering Committee unanimously recommended to the Prime Minister and the Government Standing Committee to continue implementing "social isolation" according to Directive 16 of the Prime Minister.

The Steering Committee discussed in detail the classification of the epidemic risk level of localities into 3 groups (high risk, at risk and low risk), based on carefully considered and calculated criteria. These include obvious criteria such as: Having traffic hubs, high density of movement and travel; having borders, many people crossing the border; places that have previously had a lot of contact with foreigners; population density; density of factories, concentrated industrial zones... In particular, there is a group of criteria related to the response capacity of Party committees and authorities when there are cases, the capacity to control the implementation of previous instructions, directives and recommendations on COVID-19 prevention and control.

For provinces and cities in the high-risk group, the Steering Committee recommends continuing to implement social distancing measures as prescribed in Directive 16 for at least 1 more week.

The Steering Committee also agreed to issue mandatory requirements for all localities to strictly implement such as: wearing masks, not gathering in crowds, keeping distance, ensuring epidemic hygiene... Some types of business and entertainment services are not allowed to operate. 
Depending on the conditions and risk assessment level of each locality, provincial leaders have the authority and responsibility to prescribe additional measures to both ensure disease prevention and control and ensure socio-economic development. 
For political, economic and social events, in case of real necessity, they will be organized according to medical surveillance guidelines to ensure safety.
In localities with risks and low risks, some production and business activities are allowed to operate with conditions on the basis of ensuring epidemic safety and hygiene...
Regarding travel activities, the Steering Committee agreed that depending on the level and risk of each locality, there will be specific limits. The Ministry of Health will coordinate with the Ministry of Transport to issue detailed regulations. At the same time, continue to implement solutions to prevent epidemics from outside. 
In addition to continuing to carry out information and propaganda work so that people understand and strictly implement regulations on epidemic prevention, the Steering Committee also requested the Prime Minister to direct functional forces to continue to strictly handle violations of regulations on epidemic prevention, including extracting cameras to conduct offline fines./.
